This summer, for the third consecutive year, a significant portion of southern and central Europe is experiencing heatwave conditions that would have been statistically exceptional a generation ago. The death toll from heat-related illness in Europe now regularly exceeds 60,000 in peak years. Cities — where the urban heat island effect amplifies temperatures by 3–5 degrees Celsius above surrounding countryside — are on the front line. And they are adapting, though not yet fast enough.
2003: The wake-up call that was ignored
The European heatwave of August 2003 killed an estimated 70,000 people across the continent, with France alone recording over 14,000 excess deaths in a two-week period. Emergency services were overwhelmed. Morgues ran out of space. The event triggered urgent reviews of heat emergency planning across the EU — and for a time, it seemed to generate genuine urgency.
2004–2018: Plans written, implementation patchy
Most major European cities developed heat action plans through this period, establishing heatwave thresholds, cooling centre networks and public health communication protocols. The plans were often good on paper. Implementation was inconsistent, funding was limited, and the political attention to climate adaptation competed poorly with more immediate policy priorities. Physical urban changes — increasing tree cover, creating shade infrastructure, redesigning surfaces to reduce heat absorption — were discussed far more than they were built.
2019–2022: Repeated events force the issue
Back-to-back heatwaves in 2019, 2021 and 2022 — with temperatures exceeding 40°C in the UK for the first time in recorded history in July 2022 — changed the political conversation. Adaptation moved from a long-term planning consideration to an immediate public health priority. Paris accelerated its 30,000 trees initiative, designed to halve the city’s impervious surface area by 2040. Madrid launched its urban heat mapping programme, identifying the hottest neighbourhoods for priority intervention. Seville, in a pioneering move, began assigning names to heatwaves — the same way hurricanes are named — to elevate public awareness.
2023–2026: The adaptation decade begins in earnest
European cities are now investing at a meaningfully larger scale in physical adaptation infrastructure. Barcelona’s superblock programme — closing interior streets to car traffic and converting them to green public space — has expanded to 21 blocks, reducing local temperatures by up to 2°C in affected areas. Athens has appointed a Chief Heat Officer, the first in Europe, coordinating cross-departmental responses to heat emergency planning. Lisbon is planting 75,000 new trees across the city through its Floresta de Lisboa programme, specifically targeted at the poorest and hottest neighbourhoods where residents are most vulnerable.
In northern Europe, cities previously unconcerned with heat are rapidly updating their assumptions. Copenhagen’s new building codes now require green roofs or solar panels on all new construction above a certain size. Helsinki and Stockholm are retrofitting cooling systems into community buildings never originally designed for them.
What adaptation cannot do
Adaptation reduces vulnerability. It does not reduce the underlying threat. As our coverage of the EU’s 2040 climate law detailed, even the most ambitious emissions reduction scenario currently on the table locks in significant additional warming before the century’s end. European cities can make themselves more resilient — greener, cooler, better prepared for extreme heat emergencies — but the summers they are adapting to will keep getting hotter until global emissions trajectories change fundamentally. Adaptation and mitigation are not alternatives. They are both necessary, and neither is sufficient alone.
